R1191: Community Schools Services

The Pre-Proposal Conference will occur online at 1:00 P.M. - 4:00 P.M. EST on September 14, 2020. The City of New York will be utilizing the Microsoft Teams platform. The New York City Department of Education (NYCDOE), on behalf of the Office of Community Schools (OCS), is seeking proposals from community‐based organizations (Lead CBOs) to work with schools to implement the Community School Strategy in approximately 165 NYCDOE schools ranging from elementary, middle, and high school.

The Community Schools model has an integrated focus on academics, physical and mental health services, social services, expanded learning opportunities, positive youth development, and family and community supports, which improves student achievement and equitable outcomes for vulnerable populations. Through collaborative planning, strategic resource allocation, and community-based partnerships, Community Schools create welcoming supportive environments that help students navigate barriers and build on strengths so that every student can thrive academically, socially, and emotionally. In New York City, the Community School Strategy has been proven to be effective in increasing graduation rates and student achievement and in reducing chronic absenteeism and disciplinary incidents.

Lead CBOs will coordinate all partners and align services with the NYCDOE’s school goals. Proposers, in conjunction with school leadership, staff, students, families, and communities, will be required to develop and implement the four evidenced-based features of the Community School Strategy:

  1. Collaborative Leadership and Practice
  2. Family and Community Empowerment
  3. Expanded Learning Time (ELT)
  4. Wellness and Integrated Supports

The NYCDOE will enter into contract agreements with multiple vendors that meet the needs and specifications of this RFP. Awards will be made on a per school basis, with the exception of co-located sites, where a single award will be made for the schools sharing the same campus. The awarded contracts will be for a term of three (3) years with the option to extend for three (3) additional years. It is anticipated that services will commence on or about July 2021.

The New York City Department of Education (NYCDOE) on behalf of the Affinity Schools NYCDOE Citywide Office (Affinity) is seeking proposals from organizations experienced and capable in supporting schools in the implementation of alternative and innovative practices, systems and structures that lead to educational equity and excellence for all students.

Affinity provides support and advocacy for approximately 163 schools across New York City so that each school can enact its unique vision given the context of its Affinity Group affiliation and continuously improve in its efforts to ensure all students’ academic, emotional, and social success. The Affinity Partner Model is designed to promote student achievement in support of the Mayor’s and Chancellor’s Equity and Excellence for All agenda by providing the NYCDOE access to alternative and innovative models for support and to empower school leaders by giving them a choice among models of support. This open-ended RFP contains four service components. Vendors may submit proposals for any one, multiple, or all of the following components:

  • Component 1: Tailored School Supports.
  • Component 2: Codifying Best Practices.

  • Lot 2: Project value: over $1,000,000 and not to exceed $25,000,000
  • Lot 3: Projects over $25,000,000

The New York City Department of Education (NYCDOE), on behalf of the Division of Human Capital, Office of Teacher Recruitment and Quality, is seeking proposals from accredited public institutions from the City University of New York (CUNY) and the State University of New York (SUNY) systems with the capability and experience in providing teacher certification programs that will result in producing high quality teachers for NYCDOE public schools. A separate solicitation (RFP # R1188) for services from private institutions of higher education was previously released.

Since the inception of the New York City Teaching Fellows (NYCTF) program in 2000, the NYCDOE has worked collaboratively with vendors to prepare alternate route teachers for public schools throughout the city. Over the years, new programs have launched covering a variety of subject areas, based on the needs of the NYCDOE, and allowed for different entry points into the teaching profession. Moving forward, the NYCDOE seeks to continue to prepare alternate route teachers, while also providing space for new initiatives, innovative practices, and opportunities for vendors to support additional teacher preparation programs through both alternate and traditional route services. The NYCDOE will partner with accredited institutions of higher education that offer teacher certification programs and bachelor and master degrees in the field of education. All programs must be capable of providing relevant and responsive coursework focused on outcomes in teacher practice and be delivered in an efficient and flexible manner suited for participants who teach full-time while enrolled in coursework. Detailed service description and requirements are provided in the Request for Proposal (RFP) solicitation.

This RFP contains three (3) service components.

  • Component 1: Alternative Certification Programs for Teacher Candidates
  • Component 2: Supplementary, Extension, and Advanced Certification Programs for Teachers

Vendors must offer Master’s and/or Doctoral degree programs in any of or all the various areas/disciplines of Special Education and its related services. Institutions must offer Masters Degrees (Doctoral Degree for Therapists) that lead to State certification in a traditional teaching or clinical shortage areas. This program will prepare teacher-candidates to serve in the areas of Bilingual Special Education, Monolingual and Bilingual Speech Language Pathology, Monolingual and Bilingual courses for the Visually Impaired, Bilingual Guidance Counseling, Bilingual School Psychology, Bilingual Social Work and Occupational and Physical Therapy.

It is anticipated that no more than 20 contracts will be awarded. Services will commence in the Fall of 2017. The contract term is 5 years.

R1134: Labor Support Unit Consultants and Team Leader

The New York City Department of Education (NYCDOE), on behalf of the Office of Labor Relations (OLR) and the Teacher Performance Unit, is seeking consultants and a team leader to provide support to principals and other school-based supervisors in observing and evaluating pedagogues. Labor Support Unit (LSU) Consultants are assigned to cases involving U-rated teachers and other pedagogues, and work with Principals and Assistant Principals to prepare documentation of underperforming pedagogues and other school-based personnel. The Labor Support Unit Team Leader acts as a liaison and support conduit between attorneys and the Labor Support Unit Consultants as well as between and among a limited number of school administrators.

It is anticipated services will begin in Spring 2017. The NYCDOE anticipates entering into a multiple requirement agreements resulting from this Request for Proposals (RFP).
