MWBE Procurement and Contract Method

City agencies, including the NYC Department of Education, may award contracts of up to $1,000,000 for goods, professional services, standard services and construction directly to currently City-certified Minority and Women-owned Business Enterprises (M/WBEs) without formal competition using the MWBE Procurement & Contract Method. This streamlined process makes it easier for the City to do business with M/WBEs. 

NYC Department of Education is currently compiling MWBE Procurement & Contract Method needs for consideration. As opportunities are identified, they will be shared on this webpage as well as directions for how you can express interest in a potential opportunity. Non-certified firms cannot be considered for these opportunities so eligible firms should get City M/WBE certified today! 

M/WBE firms should also be prepared to respond to these opportunities by creating an account in PASSPort. It is critical that you are enrolled in PASSPort and all disclosures are current and complete to ensure your contract is registered quickly so you can commence work. Be mindful that awards made through this method may result in a vendor exceeding $250,000 during the immediately preceding twelve-month period and thus require disclosure documents such as VENDEX questionnaires (including the Vendor Questionnaire, Principal Questionnaire, and the Certification of No Change) to be completed. Description:

This is a Minority and Women-Owned Business Enterprises (“MWBE”) Simplified Procurement full value contract for the labor, materials, and supervision necessary to remove broken, old, or damaged glass, and synthetic lights, both interior and exterior, found in doors, transoms, and stair partitions. Synthetic lights are generally windows and panels made of polycarbonate. Also included in the scope of work is the application of plastic films to the glass and synthetic materials for safety, heat, and glare-reduction purposes. The plastic films prevent glass breakage and shattering, as well as the absorption and reflection of ultraviolet and infrared radiant energy.

Description:

The New York City Department of Education (“DOE”), on behalf of the Division of School Facilities (“DSF”), is requesting the release of a Request for Bids (“RFB”) for Testing and Balancing of HVAC Air and Hydronic Systems.

This is a Minority and Women-owned Business Enterprise (“M/WBE”) discretionary procurement. A full-value (not to exceed $1,500,000) citywide contract covering all of the DOE schools and buildings.

The scope of work of this contract is to provide all labor, equipment, instruments, services, and supervision required and necessary to test, adjust, balance, and report on air and water systems to achieve required air and water flow rates and to make necessary repairs to facilitate the testing and balancing process.

Award(s) will be made to the lowest responsive, responsible bidder with the organizational and financial capacity to service the contract.
