Health Insurance Coverage
Health insurance coverage under the choice of plans provided to the employees will continue while the employee is in pay status. Employees on Workers’ Compensation, maternity leave, or an authorized sick leave without pay may be eligible for up to four (4) months of extended health coverage under Special Leave of Absence Coverage (SLOAC) after going off pay status.
COBRA
The Federal Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) requires that the City offer employees, retirees and their families the opportunity to continue group health and/or welfare fund coverage in certain instances where the coverage would otherwise terminate. The monthly premium will be 102% of the group rate. All group health benefits, including Optional Riders, are available. The maximum period of coverage is 36 months.
COBRA applications are mailed directly to the employee from the Benefits Office when the employee goes off payroll. COBRA applications are completed and mailed by the employee directly to the health benefits carrier. A terminated employee has 60 days from the date of termination to forward the application to the carrier, who will bill the employee directly. The employee will be required to pay the entire premium (DOE portion and employee portion).

NYC Public Schools does not handle COBRA enrollee transfers, add/drop of dependents or riders, or cancellation of COBRA coverage. All transactions under COBRA coverage are between the provider and the enrollee. Employees with questions regarding COBRA should contact their health benefits provider.
