Rules and Regulations for Administrative Employees

Introduction

The New York City Department of Education has established the Rules and Regulations for Administrative Employees to provide our employees and their office heads and supervisors with relevant rules, information and guidelines pertaining to employment at the DOE.  An “administrative employee” is defined as a non-pedagogical employee serving in a classified civil service title.  

This manual incorporates the City of New York Civil Service Rules, DOE’s Chancellor’s Regulations, and other city and DOE policies applicable to city and DOE employment, whether embodied herein or by reference. This version supersedes all prior versions of this manual. This manual does not alter any collective bargaining agreements. To the extent there is a conflict between this manual and a collective bargaining agreement or a Chancellor’s Regulation, the terms of the provisions of such collective bargaining agreement or Chancellor’s Regulation shall supersede.

Personnel policies, procedures, and benefits, by their nature, are constantly under review as they are affected by changes in applicable laws, policies, collective bargaining agreements, economic conditions, and the way we do business. DOE reserves the right to modify, revoke, suspend, or terminate any or all of the provisions of this manual on non-mandatory subjects of bargaining. The Division of Human Resources (DHR) will communicate changes to employees as they occur.

Certain pension, health and other welfare benefit plans mentioned in this manual are more fully described in materials provided by the relevant administering agency or agent of each program (e.g., BERS, City of New York Office of Labor Relations (OLR), Union Welfare Funds, etc.).
