Guidelines for Conducting the C-30 Process for Assistant Principal Positions
The selection and appointment of all Assistant Principal (AP) positions is conducted in accordance with Chancellor’s Regulation C-30(Open external link). At the discretion of the hiring manager, C-30s may be done in-person, fully remote, or hybrid. Committee members and candidates must be accommodated if they wish to participate remotely.
Guidelines for conducting the C-30 AP selection process remotely are set forth below:
1. Collect Confidentiality Forms
Prior to convening the Level I Committee, the principal should collect the confidentiality forms from all committee members electronically. This should be done before the C-30 materials (the C-30 Regulation, sample questions, resumes, etc.) are electronically sent to the committee members. Please note that the principal must maintain copies of these emails with their C-30 records.
Committee members may sign confidentiality forms using one of the following methods:
- Electronically sign and date and then return. (preferred method)
- Print, sign and take a picture of the confidentiality form and email the picture to the principal.
- If none of the above steps are feasible, a committee member may send an email attaching the confidentiality form and containing the following statements in the body of the email:
- Position Title:
- School:
- District:
- I received the attached confidentiality form and understand and agree to its contents. My typed name below shall serve as my signature and attestation to the terms of the confidentiality agreement.
- Name:
2. Conduct Level I Interview Remotely
The committee may use a DOE-approved platform, such as:
- Google Classroom/Meet,
- Microsoft Teams,
- Telephone, or
- A combination of the above to ensure that all committee members are able to participate.
- Note: Due to ongoing security concerns, it is not advisable to use Zoom for C-30s.
At the Level I, please remember that the committee should discuss each candidate before ratings are submitted to the principal. All committee members should be instructed to immediately send their candidate ratings to the principal by email.
3. Conduct Level II Interview
Following the Level I, the Level II should proceed remotely using a DOE-approved platform.
4. SLT Consultation
The final selected candidate is sent to the C-30 Coordinator in the Office of Supervisory Support Services for vetting and background clearance. Once principals have received approval from OSSS to proceed to the SLT consultation, they should note the following additional steps:
- Prior to the SLT Consultation, the principal should collect the confidentiality forms electronically from all SLT members who will be in attendance. This should be done prior to the SLT consultation. Please note that the principal must maintain copies of these emails with their C-30 records. SLT members may sign confidentiality forms using one of the following methods:
- Electronically sign and date and then return. (preferred method)
- Print, sign and take a picture of the confidentiality form and email the picture to the principal.
- If none of the above steps are feasible, an SLT member may send an email attaching the confidentiality form and containing the following statements in the body of the email:

- The committee may use a DOE-approved platform. See Section 2 above for a list of DOE-approved platforms. Also, the SLT consultation must be done using a two-way communication platform, therefore it cannot be done by email.
- Note: Due to ongoing security concerns, it is not advisable to use Zoom for C-30s.
- Final notification to OSSS: The principal must provide written notice to OSSS of the final decision on appointment prior to the appointment being announced to the general school community:
- I have consulted with the SLT of (DBN) on (SLT MEETING DATE) and wish to appoint (SELECTED CANDIDATE NAME) to the position of (TITLE) effective (DATE).

Guidelines for Conducting the C-30 Process for Principal Positions
Pursuant to amendments to Chancellor’s Regulation C-30(Open external link) in effect as of August 1, 2019, additional steps in the C-30 process apply for principal selection. Such steps, along with guidelines for conducting the C-30 principal selection process remotely, are set forth below. At the discretion of the hiring manager, C-30s may be done in-person, fully remote, or hybrid. Committee members and candidates must be accommodated if they wish to participate remotely.
1. Principal Recusal
The Chairperson should ensure that the Interim Acting principal recuses themselves from the C-30 process.
2. Email SLT to Seek Input From PA/PTA, School Community, and Students
As soon as the job posting closes, the Chairperson of the Level I Committee (superintendent designee) should email the SLT to request that the SLT:
- Seek input from the PA/PTA on any selection criteria the PA/PTA believes is important for the position of school principal, and
- Seek input from the school community, including the PA/PTA and students, on interview questions.
- In the email, the Chairperson should include a deadline for the SLT to respond, providing at least seven calendar days. Also, the email should be sent as soon as the posting closes and at least eight days prior to the Level I interview.
3. Review and Confirm Selection Criteria and Interview Questions
Prior to convening the Level I Committee, the Chairperson should:
- Review any selection criteria and interview questions received from the SLT.
- Email the SLT to inform it of any criteria or questions that cannot be considered because they are not job-related or consistent with the job posting or C-30 Regulation, including the selection criteria in section VII of the regulation. The SLT should then share the information from the Chairperson with the PA/PTA and school community.
- If conducting the C-30 remotely, collect the confidentiality forms from all committee members electronically. This should be done before the C-30 materials (the C-30 Regulation, sample questions, resumes, etc.) are electronically sent to the committee members. Please note that the Chairperson must maintain copies of these emails with their C-30 records.
- Committee members may sign confidentiality forms using one of the following methods:

Level I
- Before the interview: Prior to conducting interviews and in addition to what is outlined in step VI of the Chair Packet, the Level I Committee should discuss the selection criteria and questions submitted by the PA/PTA and school community and determine whether to include them. Level I Committees do not need to provide an explanation to the SLT, PA/PTA, or school community regarding whether the criteria or questions they submitted were used.
- After the interview: please remember that the committee should discuss each candidate before ratings are submitted to the Chairperson. All committee members should be instructed to immediately send their candidate ratings to the Chairperson by email.
Level II
- The Level II interview should proceed remotely using a DOE-approved platform.
- Superintendents should continue to submit completed Principal Nomination forms to C30decisions@schools.nyc.gov(Open external link).
5. SLT Consultation
Once superintendents have received approval from the Division of School Leadership to proceed to the SLT consultation, they should note the following additional steps:
- Prior to the SLT Consultation: If conducting the consultation remotely, the Chairperson of the Level I committee should collect the confidentiality forms electronically from all SLT members who will be in attendance. This should be done prior to the SLT consultation. Please note that the Committee Chair must maintain copies of these emails with their C-30 records. SLT members may sign confidentiality forms using one of the following methods:
- Electronically sign and date and then return. (preferred method)
- Print, sign and take a picture of the confidentiality form and email the picture to the Chairperson.
- If none of the above steps are feasible, an SLT member may send an email attaching the confidentiality form and containing the following statements in the body of the email:

- Name:
- SLT Consultations: If conducting the consultation remotely, a DOE-approved platform should be used. See section 4 above for a list of DOE-approved platforms.
- Note: Due to ongoing security concerns, it is not advisable to use Zoom for C-30s.
- Oral and written comments submitted by SLT: The SLT consultation should include a discussion of information submitted to the superintendent by the Level I Committee, while maintaining applicable confidentiality requirements. The SLT may submit oral comments during the consultation meeting and may submit written comments to the superintendent up to seven days following the consultation. The superintendent should ensure that there is a mechanism for capturing oral comments provided at the consultation.
- Superintendent written response to SLT: The superintendent must consider all comments and feedback submitted by the SLT and provide a written response to the SLT addressing comments and feedback and indicating the superintendent’s decision regarding appointment of the candidate within seven calendar days of receiving any comments or feedback. The superintendent must respond on the seventh day following the consultation if no written comments or feedback are received. If any written comments or feedback are received, the superintendent must respond by the seventh day following the date of the submission of the written comments or feedback. The superintendent should bcc or forward their response to the SLT to their C-30 coordinator and C30decisions@schools.nyc.gov.
- Final notification to the SLT: The superintendent must provide written notice to the SLT of the final decision on appointment prior to the appointment being announced to the general school community. The written response above may serve as this final notification.
Summary of Steps:
- Level I
- Email the SLT to seek input on selection criteria and questions from the school community as soon as the posting closes (at least 8 days in advance of convening the level I committee)
- Review selection criteria and questions submitted by the SLT and collect confidentiality forms from level I committee prior to convening
- Consider selection criteria and questions submitted by the SLT, interview candidates, and discuss ratings at the level I
- Committee members email ratings to Chairperson immediately following the level I
- Level II
- Submit principal nomination form for DSL approval after the level II
- SLT Consultation
- Collect confidentiality forms from SLT prior to SLT consultation
- Collect oral and written comments from the SLT during SLT consultation (and up to seven days following the consultation)
- Provide written response to SLT within seven calendar days of receiving any comments or feedback
- Final notification to SLT prior to the appointment being announced to the general school community
