Research Facilitation and Oversight Committee
The New York City Department of Education Research Facilitation and Oversight Committee (NYCDOE RFOC) serves as the central point for researchers seeking approval to conduct research activities in New York City Department of Education (NYCDOE) and/or to request access to individual-level administrative data or other non-public NYCDOE data.
Beginning Summer 2026, the IRB Research Submission Form and Data Request Form have been combined into a single Study Submission Form. Researchers should use this form to request approval to conduct research in NYCDOE schools and/or request access to individual-level administrative data or other non-public NYCDOE data. This new process replaces the separate IRB Research Submission Form and Data Request Form previously used by researchers.
