B3383: Requirements Contract for Smallware Products

This RFB will consist of one Aggregate Class for delivery to a single DOE warehouse. Items include, cooking utensils, pans, pots, bowls, thermometers and other small miscellaneous tools. The bid will consist of one manufacturers’ catalog line, Vollrath, plus individual items. Vendors are permitted to bid an alternate manufacturer’s catalog, provided that the alternate catalog offer a similar breadth of products as those included in the bid blank and at a minimum all items in the market basket or acceptable equivalent.

Bidders will be required to quote a percentage discount off the manufacturer’s published public catalog price list for every item in the catalogue. This pricing includes materials, transportation, insurance, overhead and profit. The percentage discount will be applied to the respective public prices to evaluate catalog pricing in a market basket. The market basket contains items from the catalog referenced above that OFNS intends to purchase.

Bidders will be required to quote a price for individual high usage items. Product prices shall be the manufacture’s net cost to the vendor’s warehouse. Bidders will also be required to quote a separate delivery mark-up price on individual items for warehouse delivery.

Catalog items’ pricing will be adjusted annually based on the manufacturer’s latest published public retail price list. For individual items, the appropriate Producer Price Index (“PPI”) will be used. The delivery mark-up items will also be adjusted based on an appropriate PPI. 

Products will be delivered to the OFNS warehouse currently located in Long Island City. Aggregate Class total to evaluate bids will be based on tallying the total annual spend of all products, delivery mark-up and market basket items. Two percent of the annual estimated spend will be from the manufacturers catalog, six percent for delivery mark-up and 92% for individual items.

B3409: Requirements Contract for Transportation Services for Students with Disabilities and Their Non-Disabled Peers

This is an update of (a) the notice previously posted on May 21, 2019 (1)  and (b) the further notice previously posted on May 23, 2019 (2), regarding the temporary restraining order, issued in New York State Supreme Court on May 21, 2019, that prevents the Department of Education from “soliciting, accepting, opening, or awarding any contracts upon, bids for” RFB 3409, pending a court appearance on May 28, at 2:00 PM. Please be advised that the hearing that had been scheduled for May 28, 2019 at 2:00 PM has been adjourned (currently the DOE is not aware of a specific adjournment date). In addition, RFB B3409 will remain suspended pending enactment of New York State legislation requiring or permitting the DOE to include provisions for the retention or preference in hiring of school bus workers and for the preservation of wages, health, welfare and retirement benefits and seniority for school bus workers who are hired pursuant to such provisions for retention or preference in hiring, in connection with such contracts (i.e., EPPs) in contracts for the transportation of school children in kindergarten through grade twelve (the “EPP Bill”). If the DOE determines to reactivate RFB B3409 following such enactment, the DOE will promptly post a further webpage notice and send further vendor emails stating that the EPP Bill has been enacted and that RFB B3409 is being reactivated. Further, any new deadline for submission of bids will be at least 10 days after the posting of such further webpage notice and further vendor emails.

B2966: Blood – Borne Pathogens Inoculation

The New York City Department of Education (NYCDOE) on behalf of the Office of Occupational Safety and Health (OOSH) is seeking bids from qualified organizations for the provision of Blood-borne Pathogens Inoculation services to New York City public schools.

OSHA regulations and New York State law require that employers offer Hepatitis B vaccines to employees with occupational risk for exposure to potentially infectious blood or materials. OOSH seeks a contractor to provide inoculation services to the approximately 6,000 NYCDOE school nurses, health aides, and special education staff annually who are covered by these State and federal mandates. The contractor will be required to administer a three-part regime Hepatitis B vaccine to employees, medical supplies (excluding vaccines and needles), to refrigerate remaining Hepatitis B vaccines, and to package and dispose of medical waste generated at each site. The contractor will also use the Blood-Borne Pathogens Compliance Tool (BBPCT), an interactive database, to review scheduled events, confirm or decline vaccination events, generate various reports, and transmit files that specify vaccination events’ completion. This RFB may result in one (1) requirements contract agreement. The awarded contract will be for a term of five (5) years. It is anticipated that services will commence on or about June 2018.
