Regional Need for Preschool Special Education

Applicable for Preschool Special Class, Special Class in an Integrated Setting (SCIS), Special Education Itinerant Services (SEIS), and Multidisciplinary Evaluations (MDE) not applicable to school-age programs.

This page presents the regional need for preschool special education programs and multidisciplinary evaluation programs. It is intended for providers who are interested in offering or expanding such programs.

As of November 2023, the estimated regional need for Spring 2024 for preschool special education programs located within New York City has been identified. Review the maps and list below to understand the need for each program type. 

After reviewing the maps and list, visit the New York State Education Department (NYSED) website to apply to operate a preschool special education and/or multidisciplinary evaluation program and to access the NYSED application.

Special Class

For Special Class, NYSED will consider applications for programs located in or adjacent to any district with "some," "more," or "most need," as indicated on the maps below. When submitting your application to NYSED, state in which district(s) you could operate programs. For a list of adjacent districts see below.

    Special Class in an Integrated Setting (SCIS)

    For SCIS, NYSED will consider applications for SCIS in all districts. See the map below for districts that have a need for SCIS in a language other than English.

    Specialized Programs

    Specialized Programs may include those programs with enhanced ratios, those programs serving a specific student population (students with disabilities with deafness, blindness, severe emotional disability or severe physical disabilities).

    NYCDOE will post regional need for these programs on an as needed basis here.

    • There is currently no need for specialized programs.
